Qualification

• B.Sc. in an Engineering discipline from a recognised university, or Diploma in a relevant engineering discipline with extensive construction-related experience.
• An additional or secondary HSE qualification such as IOSH or NEBOSH would be advantageous.

Experience

• Minimum ten (10) years' experience in relevant construction and installation activities in oil and gas industry projects.
• Experienced in implementation of construction industry best practices, systems, processes, and standards.
• Good skills in construction management, effective communication, and conflict resolution.

Primary Duties and Responsibilities

• Supervise construction works executed by contractors to ensure assigned projects are constructed in accordance with approved Scope of Work, engineering design, QHSE standards, and specifications.
• Review and comment on construction method statements, material submittals, and commissioning procedures from construction start through completion and handover.
• Act as performing authority for Permit to Work by contractors.
• Provide accountable technical support for Civil Construction activities during detailed design and execution to ensure contractor compliance with applicable national and international standards, specifications, procedures, and regulations.
• Supervise site construction/installation works under assigned Construction/EPIC contracts and ensure safe execution in compliance with approved engineering standards and specifications.
• Act as a safety leader for site construction activities.
• Review contractors' construction plans and schedules including method statements and JSAs.
• Coordinate and control contractor mobilisation to sites including laydown areas.
• Facilitate issuance of necessary permits and gate passes.
• Check, inspect, and test completed project work and/or arrange pre-commissioning inspections and tests. Initiate Mechanical Completion Certificates.
• Ensure completion and clearance of all Punch List items.
• Review and endorse red-marked-up and as-built drawings.
• Participate in handover and acceptance, review commissioning procedures, and participate in commissioning of facilities.
• Review and endorse Construction Dossiers for assigned projects.
• Support national development activities through appropriate job training and development.
