Buyer

Create and finalize high-quality Spot Material Purchase Orders (POs) and oversee PO tracking until the Goods Receipt (GR) stage, ensuring adherence to Table of Financial Authority (TOFA) controls and guidelines to fulfill end users\' material availability demands

Responsibilities

Create and finalize high-quality Spot Material Purchase Orders (POs) and oversee PO tracking until Goods Receipt (GR) stage, ensuring TOFA controls and guidelines to fulfill end users\' material availability demands.
Conduct material Spot Purchases to meet department KPIs with associated metrics to achieve department and corporate objectives.
Maintain a database of Purchase Orders (POs), continuously track status until Goods Receipt, and expedite vendors if needed to ensure on-time delivery to meet end user material availability demands.
Inspect and review purchase requisitions for completeness and liaise with end users to resolve outstanding issues.
Compile data and provide reports to respective Managers on the status of material deliveries, actions taken to mitigate or expedite late deliveries, and recommendations to correct future delivery problems.
Contribute to Supply Department procedure reviews to enhance the buying process and ensure best-in-class service.
Ensure compliance with Purchasing processes and procedures, RFQ guidelines, and TOFA requirements; analyze process timeliness and recommend enhancements to reduce bottlenecks.
Compile data and provide reports on historical demands, spend, and purchasing trends to develop spot buying strategies.
Coordinate and follow up on PO status internally with expediting and externally with vendors, packers, and freight forwarders to maintain on-time material availability.
Maintain tracking of suppliers’ performance and align with Market Intelligence on commodity trends to determine and implement effective supplier negotiations.
Assist and provide required information for peer reviews, internal and external audits, and other process control reviews to ensure controls are maintained and gaps corrected.

Qualifications

Bachelor’s degree in engineering, supply chain management, or a commercial discipline.
10 years’ direct experience in the oil and gas industry with purchasing/procurement experience.
Strong interpersonal and organizational skills, good computer literacy, and proficiency in Microsoft Office.
