Financial Analyst

Job Purpose

Coordinate Joint Venture (JV) facility cost and financial controls through recording, reporting, preparation and control of the facility Opex/Capex budgets, funding estimation, cash calls, stewarding effective allocations to facility Joint Venture (JV) partners and providing cost and financial performance reports to the stakeholders in compliance with the operating agreements.

Key Job Accountabilities - I

• Record and reconcile financial transactions, set up allocation drivers, understand overall QatarEnergy LNG cost allocations and cost flows across OPCO, Ventures, Common Facilities and Projects, steward allocated costs, maintain financial accounting books and prepare key performance reports to Management and the JV Facility owners.
• Prepare financial and cost analysis for decision making and supports sourcing the data/carry out business impact analysis for the competitive benchmarking activities of Terminal Operations.
• Provide allocation keys that drive the costs from common areas to the facility, check and validate monthly books are closed properly, SKFs updated and cost accruals recorded in the books in compliance with the financial accounting standards and agreed principles in various services agreement including PMSA, BSA and O&M agreements.
• Prepare the Legal Entity Review, Management and JV Owners Reports/Presentations for Terminal Operations. Perform Excess Usage Fee calculations for each partner in the assigned Common Facilities, where it is expected each Analyst to manage multiple JV facilities.
• Prepare Facility Budgets, post accounting transactions, prepare facility funding plans and cash calls with 90-day cash estimates, administer cost allocations, prepare billing statements to JV owners, generate reports and update procedure that manages various financial processes in RLTO operated joint venture facility.

Key Job Accountabilities - II

• Support JV facility control management ensuring operational documents are reviewed and appropriate approvals obtained for all financial transactions within each JV facility in compliance with TOFA, JFA/PMSA/BSA.
• Support hand over of the new facilities in RLTO such as facilities built and owned by third parties (non-QatarEnergy LNG owners) and the related accounting, business and treasury related financial system/transactions are set up as per QatarEnergy LNG Accounting P&Ps, and International Financial Reporting Standards.
• Coordinate monthly/quarterly reconciliation statements, QatarEnergy reports and control documentation that will govern the financial processes at the JV facility.
• Develop presentations for Technical Committee, management committee meetings, ad hoc reports for facility owners and RLTO Management.

Qualifications

• Bachelor's degree in finance, accounting, economics or commerce, and
• Studying towards an internationally recognised professional accounting qualification (CPA, ACA, ACCA, CIMA, etc.).

Knowledge and/or Experience - I

• 3 years' experience of joint venture accounting, financial statement preparation, cost accounting, funding/cash planning, budgeting, accounts/bank reconciliations, financial analysis and reporting.
