Qualifications

• Bachelor's degree in Mechanical Engineering (or equivalent) from a recognized university.
• IRCA Certified QMS Lead Auditor .
• Mandatory Certifications:
  • Welding Inspector Certification (CSWIP 3.1 / AWS-CWI)
  • Painting Inspector Certification (BGAS Grade-2 / NACE Level-2)
  • NDT Level-2 Certification in RT, MT, UT, PT (ASNT/ACCP)

  Equivalent international certifications are acceptable.

• Having IIW-Welding Engineer / NDT Level-3 and certification in advanced NDT (PAUT, TOFD, Auto UT, etc.) is an advantage.
• Professional memberships/affiliations with recognized chartered or professional institutions like ASNT, AWS, TWI, NACE, ASQ-CMQ&OE, MCQI-CQP, or similar are desirable.

Experience

• 15 years' experience in the construction of major greenfield or brownfield process plants in oil & gas industry, including large-scale solar (photovoltaic) projects.
• Experience with major EPIC contractors/end users in a similar position with overall responsibility for the quality of piping/mechanical discipline construction and commissioning activities.
• Sound knowledge in QA/QC aspects, testing requirements, and acceptance criteria related to various piping systems and rotating/static equipment.
• Good understanding and application of international codes, standards, and practices relevant to the job function (e.g., ASME, TEMA, ASTM, API, ISO, AWS, BS EN, NACE, IOGP, Shell DEP, MESC spec, etc.).
• Ability to effectively communicate with contractor, third party, end user personnel, and colleagues in multidisciplinary, multicultural teams.
• Hands-on experience in preparation, review, and approval of quality plans/ITPs/QCPs/MARs/Welding, NDT, HT, Painting, and other test procedures; conducting inspection/testing activities related to structures, piping, pipelines, static & rotating equipment (pressure vessels, exchangers, tanks, pumps, compressors, packaged equipment, etc.) during field erection/installation, testing, pre-commissioning, and commissioning activities.
• Experience managing teams of discipline inspectors, coordinating inspection/testing activities, and monitoring KPIs in the respective discipline.
• Development or implementation of Quality Surveillance Programs, Completion Management Systems (CMS), Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), and Project Quality Health Check (PQHC) Programs.
• Implementation and conduct of Pre-Qualification/QMS/quality and technical compliance checks and audits, and quality walk-throughs of EPIC organizations and project activities.
• Ability to resolve complex QA/QC-related issues and disputes arising from interpretation of project technical requirements and scope of work by various involved parties, including external authorities.

Primary Duties and Responsibilities

• Support contractor to identify and submit QA/QC documents (ITPs, QCPs, Welding/NDT/HT/Painting and other test procedures, MARs, etc.) in alignment with the construction program, ensuring timely review and approval.
• Assist functional supervisor in review/approval of relevant QMS, engineering, and procurement documents; support implementation of quality programs and resolution of discipline matters escalated to project management.
• Ensure implementation of project QA/QC requirements at project site and suppliers/subcontractors, complying with project specification and technical standards.
• Organize pre-activity review meetings; attend quality walk-throughs and QA/QC weekly meetings.
• Conduct surveillance of on-site and off-site structural/piping/pipeline fabrication, equipment erection, inspection and testing activities, surface preparation and painting activities; identify non-conformances and direct contractors for corrective and preventive actions.
• Initiate or ensure initiation of non-conformance reports (NCRs) and coordinate follow-ups for root cause analysis, correction, corrective and preventive actions, and closure.
• Monitor compilation and traceability of material test certificates and construction records.
• Verify the implementation of the Preservation Management System.
• Ensure contractors maintain, update, and publish IMTE registers and calibration records regularly.
• Ensure appropriate systems/processes/procedures/computer databases established by contractor to maintain inspection/test status and statistical analysis throughout all construction phases.
• Monitor KPIs, special processes, and personnel performance.
• Participate in project QHSE audits and pre-qualification audits of vendors/suppliers/subcontractors; conduct compliance audits/checks on ITPs/QCPs/MS/processes/activities.
• Monitor contractor/subcontractor/third-party inspectors and engineers; provide support, guidance, and reports to functional supervisor.
• Implement and enforce quality management system requirements applicable to your function.
• Expected to be exposed to construction site and prevailing climatic conditions at least 50% of the time.
• Ensure own safety and the safety of others who may be affected by the business, whether the activity is under direct control or not.
