Safety Officer (O&G / Petrochemical)

Job Purpose

Provide occupational safety planning, technical expertise, and regulatory guidance to ensure effective safety program execution and continuous improvement in plant safety performance.

Key Responsibilities

1. Safety & Risk Management

• Support safe planning and execution of plant activities to maintain a hazard-free work environment
• Review and validate risk assessments for all plant operations
• Participate in HAZOP, HAZID, Pre-Startup Safety Reviews (PSSR) , and Management of Change (MOC) processes
• Conduct hazard identification, Job Safety Analysis (JSA), and PPE assessments
• Ensure compliance with international standards such as OSHA, NFPA, and ANSI
• Support safety planning and execution of major projects and shutdowns (Turnarounds)
• Evaluate contractor safety performance and compliance

2. Training & Awareness

• Provide safety consultation across departments (Operations, Maintenance, Technical)
• Develop, review, and approve safety training modules and procedures
• Promote safety awareness and compliance culture across the organization

3. Inspection & Compliance

• Ensure regular inspection and maintenance of safety equipment and emergency vehicles
• Monitor compliance with company and regulatory safety standards

4. Emergency Response & Incident Management

• Participate in emergency response as per site Emergency Response Plan
• Lead and support incident investigations and root cause analysis
• Recommend corrective actions and ensure implementation
• Prepare and communicate incident reports and lessons learned

5. Policies, Systems & Continuous Improvement

• Develop, review, and update safety procedures and HSE documentation
• Support implementation of Integrated Management Systems aligned with ISO 45001
• Identify improvement opportunities to enhance safety performance and operational efficiency

6. Reporting & Documentation

• Maintain records of incidents, inspections, and safety KPIs
• Ensure timely submission of reports to management and corporate entities (e.g., QatarEnergy, CPChem)
• Track safety metrics such as incidents, man-hours, and corrective actions

7. Qatarization

• Support the development and mentoring of Qatari employees (applicable for expatriates)

Qualifications & Requirements

Education

• Bachelor’s Degree in Science or related field (Required)
• Degree/Diploma in Safety or Engineering (Preferred)

Experience

• 5–7 years of experience in Oil & Gas, Petrochemical, or Fertilizer industry
• Experience in petrochemical operations preferred

Certifications

• Professional certification in Occupational Safety (e.g., NEBOSH, IOSH) preferred

Skills & Competencies

• Strong knowledge of safety regulations and risk management
• Experience in incident investigation and root cause analysis
• Excellent communication and reporting skills
• Ability to work in a multi-disciplinary environment

Languages

• English – Proficient (Required)
• Arabic – Working knowledge (Preferred)
