HSSE JOB DESCRIPTION | Job Family Level: Level 4 Job Family: Safety (HSE) Job Family Title: Sr. Officer - HSE Organization Role: HSSE Officer-EPIC Department/Code Health Safety, Security and Environment – (Allocation Code) Location: Project/Facility Sites Reports to: HSSE Supervisor Direct Reports: Fire & Safety/Hole Watch Overview: Jobs at this level form a multi-disciplinary team carrying-out inspections within a dedicated area of project activity to ensure implementation and compliance with approved QCON Corporate Safety Procedures and any additional project - specific requirements set out in the contract. Key Accountabilities: • Review site/ project specific HSE policies and procedures and ensure proper implementation and compliance to contract requirements • Take necessary action, within level of responsibility, for rectifying breaches of procedures or newly identified hazards. • Undertake inspections tours in areas of responsibility to ensure implementation of and adherence to the procedures set out • Prepare and submit daily activity reports, including inspection findings and issues with the recommended corrective action. • Prepare HSE documents, including Method Statements, work permit procedures and safety equipment requisitions, to ensure compliance with established standards. • Liaise with other disciplines in assigned area to maintain updated HSE records and ensure HSE support is available during operational activities. Briefing of duties and responsibilities: • Monitoring of work activities and strict enforcement of Occupational Health, Safety & Environmental requirements on site • Directly liaise with workforce and provide advice, recommendations on the ways to execute the work in the safest possible manner. • Provide support on HSE coverage on site specially during extended working hours • Conduct daily inspection within the area of responsibility and findings have been discussed to the concerned personnel for rectification & cascaded the same to his superior 2 | Page HSSE JOB DESCRIPTION | HSSE-JD-016 Rev_1 • Ensure power & hand tools and plant & machinery utilized on site have been checked and passed inspection criteria prior to usage on site. • Prepare reports on HSE events within their area of responsibility daily • Prepares and/or maintains reports, files, and written correspondence related to the work. • Full strict implementation of PTW system and exercise authority to stop any segment of work not in compliance to PTW. • Participate in incident investigations into near misses, property damage, injury, occupational illness and spills / loss of containment, and maintain the database records of such incidents. • Keep abreast of new technology, developments, safe working practices, government regulations and relevant international codes of practice in the safety and loss prevention field. • Exercise authority at the level determined by management for the position • Promote and demonstrate commitment to the Company's Quality Health, Safety and Environment philosophy and objectives & targets. • Focused on the needs of the customer / client and strive to exceed their expectations. • Perform related duties as assigned by the superior. Qualifications/Experience Specific skills and knowledge: • Certification in the safety environment or equivalent education and experience. Certificate of successful examination by a reputable body in further safety studies. • 5 years’ experience related in heavy construction, preferably in EPIC & the Oil & Gas Industry Attended various Health, Safety & Environmental Training • Ability to Generate reports. • Problem solving skills. • Analytical skills. • Basic knowledge in contractual matters and fully conversant with Microsoft Office and Microsoft Projects. • Very good command in written & verbal communication in English. He shall be skilled to use PC and experienced on MS Office packages like Word, Excel etc. • Independent self-starter, proactive, team player with good interpersonal and able to do inter-discipline coordination and possess good communication skills with clients and sub-contractor. • Excellent communication and presentation skills • Excellent writing skills • Excellent problem-solving skills.
