Job Responsibilities 1

The HSE Officer assists in executing safety practices and procedures which includes implementation of Project HSE plan, accomplishing task analysis, evaluating hazardous and risk conditions, recommending control measures, and investigating accidents/incidents. The officer implements training programs and safeguards execution of work to ensure a safe working environment.

Monitor the execution of HSE activities on a project to ensure HSE requirements are met as per the project HSE plan and HSEMS requirement, continually monitoring site activity with regards to HSE.

Assist in developing and implementing field location emergency response procedures and evacuation plans to ensure safe evacuation procedures.

Provide training to workers on HSE related subjects in incident prevention, first aid and other safety awareness programs to increase awareness of HSE practices and procedures.

Ensure that existing hazards, unsafe work conditions and/or practices are identified on a daily basis and observation reports are raised and corrective measures are recorded.

Address and report violations on a daily basis and make necessary recommendations.

Provide data on daily, weekly and monthly reports to monitor and track HSE performance.

Orient employees with accident reporting procedures and how to act in case of emergencies on a monthly basis. Conduct daily toolbox talks (TBT) to notify safety precautionary measures prior to deployment of work at the site.

Ensure that 100 % of employees have passed site induction training before commencing work.

Ensure on-visitor, supplier and project personnel induction programs are effective and implemented and daily logs are maintained.

Ensure that written risk assessments are developed for each task prior to the start of work.

Ensure that risk assessment findings and recommendations have been communicated to all concerned personnel on a daily basis.

Ensure all project-certified mobile plant and gear, HSE equipment such as harnesses, etc., are inspected on a daily basis and logs are updated on a monthly basis.

Ensure that fire extinguishers are inspected on a monthly basis and logs are maintained.

Ensure all equipment, ladders, hand tools, and machinery at site are inspected on a daily basis by the authorized person and logs are maintained.

Support the implementation of HSE initiatives, participate in safety awareness activities, and contribute to incident reporting and resolution in alignment with company and IMS policies.

Job Knowledge & Skills

Comprehensive understanding of health, safety, and environmental regulations and standards relevant to the industry, ensuring compliance with local, state, and federal laws.

Proficiency in conducting risk assessments and hazard analyses to identify potential health, safety, and environmental risks in the workplace and develop effective mitigation strategies.

Ability to investigate accidents, incidents, and near-misses to determine root causes, analyze contributing factors, and recommend corrective actions to prevent recurrence and improve safety performance.

Skill in developing and delivering HSE training programs and initiatives to employees, contractors, and other stakeholders, promoting awareness and fostering a culture of safety and environmental stewardship.

Effective communication skills to liaise with management, employees, regulatory agencies, and external stakeholders, conveying HSE policies, procedures, and initiatives clearly and persuasively.

ERP knowledge, preferably SAP functional skills, is a requirement to be successful in this role.

Job Experience

Minimum 5 year(s) working experience, 3 year(s) relevant working experience, 2 year(s) GCC is a plus.

Education

Bachelor's Degree in Civil Engineering or Engineering.

Diploma in NEBOSH or any related technical certificates.
