Estimation and Tendering Manager

Job Summary

The Estimation and Tendering Manager manages the organization’s estimating processes and activities to provide financial support for tenders and project reviews. The manager effectively leads the Senior Estimation Engineer and Estimation Engineer to smooth the tendering and budgeting activities and establishes and maintains an estimating department evaluation procedure. The role is responsible for building effective working relationships internally and externally with relevant stakeholders to ensure that estimating function deliverables are delivered in the best interest of the organization.

Job Responsibilities

• Lead the preparation and submission of tenders, ensuring all requirements are met and documents are completed accurately and on time.
• Develop accurate and competitive cost estimates for projects, including material, labor, equipment, and subcontractor costs.
• Identify potential risks in tender submissions and develop strategies to mitigate these risks.
• Conduct market research to understand current trends, pricing, and competitor activity to inform tender submissions.
• Negotiate and manage relationships with suppliers and subcontractors to ensure competitive pricing and quality.
• Evaluate technical specifications and requirements of tenders to ensure alignment with the company’s capabilities and resources.
• Work closely with the project management, engineering, and finance teams to gather necessary information and ensure accurate tender submissions.
• Ensure all tender submissions comply with legal, regulatory, and client-specific requirements.
• Maintain detailed records of all tender and estimation activities and provide regular reports to senior management.
• Review and refine estimation and tendering processes to improve accuracy, efficiency, and competitiveness of future submissions.

Job Knowledge & Skills

• Experience in cost estimating packages such as CCS (Candy) is a distinct advantage.
• Extensive knowledge in MS Word, Excel, PowerPoint, AutoCAD, QS related software and web search/internet.
• Experience on ERP system is preferred.
• Knowledge of local material rates, labor gang productivities and subcontractors.
• Detailed knowledge of construction contractual matters and quantity surveying methods, techniques, and tools for contracting.
• ERP knowledge, preferably SAP functional skills, are required.

Job Experience

Minimum 8 years working experience, 5 years in a relevant supervisory position, 2 years GCC experience is a plus.

Education

Bachelor's Degree in Civil Engineering or any related field.
