QA QC Manager

Project:Operations,Maintenance, and Systematic Upgradation of Qatar's Existing Road Network Reporting To:Project Director Employment Type:Contractual (Full-time)

1. Job Purpose

To lead thequalityassurance and quality control (QA/QC) functionfor the road networkupgradation project. The initial primary focus is toaudit, assess, andreporton the performance of the existing road infrastructure and thecurrent O&M systems against Ashghal's standards (QCS 2014). Subsequently,the role will transition todeveloping, implementing, and overseeingtheQA/QC plans for the approved amendments and construction activities, ensuringall work complies with Ashghal, Client, and international quality standards.

2. Key Responsibilities

Phase 1: Audit &Assessment (Initial 3-6 Months)

• Conduct Comprehensive Audits:Lead thorough audits of theexisting road network (pavement, signage, drainage, lighting, ITS) toestablish a baseline condition report.
• System Evaluation:Audit the existingMaintenance Management System, processes, and subcontractor performance toidentify gaps and non-conformances against the project's performance-basedcontract with Ashghal.
• Benchmarking:Compare current qualitymetrics and practices againstAshghal's QCS 2014, ISO 9001:2015,and best international practices(e.g., UK Highways standards).
• Report & Recommend:Prepare detailed auditreports with evidence-based findings and actionable recommendations forsystem amendments and physical upgrades for submission to Ashghal and Client.

Phase 2: Planning &Implementation Oversight

• Develop QA/QC Plans:Create and obtain approvalfor project-specific Quality Control Plans (QCP), Inspection and TestPlans (ITP), and Method Statements for all upgrade works.
• Manage the QMS:Implement and maintain theproject's Quality Management System (QMS) in compliance with ISO 9001,ensuring it is living and actively used by all teams.
• Supplier & SubcontractorOversight:Vet and approve materials, suppliers, and subcontractors.Conduct regular audits of their quality systems and on-site activities.
• Documentation Control:Establish and manage arobust document control system for all quality records, inspectionreports, certifications, and As-Built drawings.
• Inspection & Testing:Oversee all field qualitycontrol activities, including material testing (asphalt, aggregates),welding, compaction tests, and finished work inspections.
• Non-Conformance Management:Identify, document, andmanage the closure of any non-conforming work, ensuring effective rootcause analysis and corrective/preventive actions (CAPA) are implemented.
• Stakeholder Liaison:Act as the primary qualityinterface for Ashghal and Client representatives, facilitating inspectionsand ensuring timely submission of all quality deliverables.
• Performance Reporting:Generate weekly and monthlyquality performance reports for Client management, tracking KPIs like NCRrates, ITP compliance, and rework costs.
  

Requirements

A. Education &Certification

• Education:Bachelor’s Degree in CivilEngineering or a related field from aWHED-recognized university.
• Certification:
• MMUP/UPDA Certification (Grade Aor B)ismandatoryfor signing andsubmitting documents to Ashghal.
• Lead Auditor Certification inISO 9001:2015 (Quality Management Systems)ismandatory.
• Preferred:Chartered Engineer status(CEng, P.Eng), or certifications in pavement technology (e.g., ASPA).

B. Experience

• Total: Minimum12 yearsin QA/QC management within civilinfrastructure.
• Relevant:Minimum5 yearsina senior QA/QC role onmajor road/highway projects.
• GCC Experience:Mandatory.Provenexperience working onAshghal projectsis asignificantand decisive advantage.
• International Experience:Mandatory.Demonstrableexperience outside the MENA region (e.g., UK, Europe, Australia, Americas)on complex road projects.
• Specific Expertise:Proven experience inbothauditing existing infrastructureandmanagingquality for construction/upgradation works.

C. Knowledge &Skills

• In-Depth Knowledge:Expert-level knowledgeofAshghal's QCS 2014,Ashghal Road Safety Manual,and international standards (ASTM, AASHTO, BS).
• Technical Skills:Proficiency in auditmethodologies, root cause analysis, and quality management software.
• Soft Skills:Exceptional leadership,communication, and report-writing skills in English. Ability to managedifficult conversations with subcontractors and consultants.
